What we lose here compared to the original patches is the restriction on being
able to prevent client side installed plugins from being uninstalled.

I think that deserves it's own patch (and implementation) on a new bug.. partly
to get it's own mention in the release notes and partly as it's a different,
but equality important, functionality.
