Note for documentation updates:

1. The change in this bug needs to be incorporated.

2. Add a note (if it doesn't exist already) about the cron job
(misc/cronjobs/cleanup_database.pl) that needs to be run to remove expired
restrictions. (see #c1)

3. Update the cron job (misc/cronjobs/cleanup_database.pl) information if any
updates are required.
