For uploading data, the current Coral manual imports require that the header
information from a report be removed before upload. I am not sure how this will
interact with the way files have to be imported for the ERM module.  I believe
the goal is for information from Coral to be transferred into the ERM without
too much fussing, so just wanting to note this difference.
