Currently there is a emailLibrarianWhenHoldIsPlaced system preference which,
when enabled, will send a HOLDPLACED notice to the library to notify that a
patron placed a hold.

It would be useful to have a similar function to send a notice to a patron when
a hold has been placed for them.
