I had a look to see if there was any obvious way to get the instance name or
track up to find the parent PID so we could call the HUP call mentioned above..
but I failed so far.

I'm considering coming back to option 1 in David's suggestions... do you think
you're likely to have any time to work through this early next cycle David? 
I'm a little out of my depth, but would love to see this moving forward.
