I can confirm this in 22.11:

* Set both hold dates to required via OPACMandatoryHoldDates 
* Set OPACAllowHoldDateInFuture to Allow
* Place a hold in the OPAC, leave dates empty
* Verify the Required in red appears twice on each date field

The problem is not present in the current development version.
