Bug 33870: Polishing Sitemapper.t

Create subtest.
Remove (useless) mock on DateTime.
Remove T::D::C module, add TestBuilder.
Replace local slurp function by use File::Slurp.

Test plan:
Run t/db_dependent/Sitemapper.t
