DO NOT PUSH: Add example plugin

Test plan:
Run perl -MKoha::Plugin::Test_Newsletter
-e"Koha::Plugin::Test_Newsletter->new->install"
Enable OPACCustomConsentTypes.
Test consenting and refusing consent on OPAC account page.
Run perl -MKoha::Plugin::Test_Newsletter
-e"Koha::Plugin::Test_Newsletter->new->uninstall"
