Unfortunately, in practice it's more complicated than that, because there other
permissions like view_borrower_infos_from_any_libraries and preferences that
also need to be taken into account for showing borrower information.

It also means updating generic code libraries that are being used for other
things where edit_borrower doesn't really apply.

It's a bit of a mess.
