Hi Manisha,

this sounds more like a configuration issue/support question. Bugzilla should
only be used for bug reports and enhancement requests. But please ask your
question on the mailing lists
(https://koha-community.org/support/koha-mailing-lists/) or in the IRC chat
(https://koha-community.org/get-involved/irc/).

Something to check closely: make sure that you have set up fine, fine interval,
max fine in the correct circulation rule. Check both pages for 'all libraries'
and the library specific one.
