With the new system preference ChildNeedsGuarantor, brought into Koha by bug
12133. It seems important to add the Guarantor field as mandatory, if the
system preference, ChildNeedsGuarantor, is set to Must have Guarantor.  At this
time, if this sys pref is turned on to Must have guarantor, a new child patron
can be created in Koha and only when attempting to save the form (without the
guarantor), does it give an error. I think we should follow the same standards
we have for all other required fields.
