And this is why bug sets need to go in as sets!

I don't think we need to change the text, yes the whole feature should be at
interface level but it's not. And that's a big job compared to polishing the
polishing this bug achieves.

This sort of content change at upgrade isn't generally something we do. It
risks breaking existing setups for little win.. and the sooner this goes in the
less such an upgrade is needed.
