So, do not allow deletion of biblio record for new/ordered/partial.

Allow deletion. The biblionumber in aqorder will be set to NULL (by SQL
constraint).

Yeah when I wrote remove, i meant cancel here. There is inconsistency in
allowing to remove whole baskets and not order lines. Not sure btw how to
remove a whole basket (only via basketgroup)? I think we should not allow that
(not cascade delete but set null).
