I imagine we would need system preferences like: OpacCookieConsent and
StaffCookieConsent, OpacCookieConsentedJS and StaffCookieConsentedJS; plus HTML
customizations OpacCookieConsentBar and StaffCookieConsentBar,
OpacCookieConsentPopup and StaffCookieConsentPopup.
