Adding my suggestion at
https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=19605#c9 to this
discussion.

After 19605 is pushed, we support both ways of loading ILL backends (old
backend_dir way and this new plugin way) for a while (1 year? 2 years?) and
after that period we deprecate the old backend_dir way of doing things.
