Currently, the ability to transfer items is only in
"circulate_remaining_permissions" which gives access to the circulation-home.pl
page, along with all circulation options (ability to check out, the check in,
etc.)

Some libraries might want to prevent some staff members to access the
branchtransfers.pl page.
