Is this a display issue in the overdues report or is the fine not calculated at
all? Does it show in the patron account? 

If not:
* is finesmode system preference set to calculate and charge
* do you have a holiday in your calendar? (no fines might be charged on
holidays)
* are the circulation rules set up correctly? (what's your CircControl setting
and are the matching rules set up to calculate fines? Make sure they are
formatted using decimal dot and numbers and no other characters.
