Hi Nasr, 

Bugzilla should only be used for filing bugs (software errors) and enhancement
requests. Your problem reads like a confiuration issue/support request.

First things to check:
* Are the itemtypes of the items on the records marked as reference?
* Do the circulation rules allow that the user the hold is placed for can place
a hold and check out those items?
