Looks promising. 

With this patch applied and UsePatronPreferencesForOverdueNotices set to
"individual patron preference" I do not see the Overdue messaging preferences
on the patron form. 

Maybe GetMessagingOptions (C4/Members/Messaging.pm) needs to be updated so it
can retrieve Overdue1, Overdue2, and Overdue3?
