Bug 36453: Update old occurrences of effective_BlockExpiredPatronOpacActions

Check for 'renew' when appropriate
Check for 'hold' when appropriate

The following command must return nothing before this is pushed to
master:
git grep "\beffective_BlockExpiredPatronOpacActions\b"
