I've added bug 36454 which I believe better addresses what you're referring to.
Please correct me if I'm wrong.

I'm not sure what you mean by "as they do currently flag for ILL book
requests".
I wasn't aware this was the case, can you provide more info? What ILL backend
is this, what page does this show.
