[Koha-devel] Changing 'Fines' to 'Charges'

We briefly talked about this at NEKLS: we agree with Galen that Charges defines something else (at least in US libraryland), and that "fines and fees" would be clearer for our libraries.

But, we can always just change it with jquery if we don't like what you do. ;)
