Hello,

I'd like you to take a look at the following pad:

Following what I announced in the RM proposal I will send an email to the
different actors of the community.
I'd like to get your opinion on the content.

I propose to discuss it (quickly because we have patches to test!) for
agreement tomorrow May 10th 13UTC
