[Koha-patches] [PATCH 2/2] Bug 4289 Followup: Add syspref default value and in opac.pref

I recommend that this patch be held until either a replacement or follow up
is submitted which includes updates to all of the various langauge-based
sysprefs.sql files. Failure to add/remove system preferences to/from these
other files causes xt/syspref.t to fail.
