[Koha-patches] [PATCH] [SIGNED-OFF] bug 5419: make reason checkouts blocked stand out

This is no different than the line above which also has <span>s in the
middle to make things stand out.  Before this line was all red and did
not stand out at all, it was overlooked by librarians.
