[Koha-patches] [PATCH] Bug 9477 - Use Datatables on notices page

Replace the tablesorter plugin with the DataTables plugin on the
notices page.

To test, open the notices page (Toosl -> Notices and Slips). Confirm
that table sorting works correctly.
