[Koha-translate] Adding new language

[Mengu Yazicioglu]

Hi all,

We're planning to add a new language to Koha world nowadays and don't 
know where to start.

Word by word translation is quite difficult and I wonder if there is any 
public database from other projects to get po files for other languages.
