[Koha-translate] New language addition

[Mengu Yazicioglu]

Hi all,

We'd like to begin a transfer a new language in Koha. It will be Turkmen 
language.

Is it possible to add an entry for this language just copying Turkish? 
Turkish and Turkmen language have very common words and we want to 
translate differences in the pottle server.

How can we add this entry?
