[Koha-translate] koha-manual project(s) disabled on Pootle

Hello,

As you may know we are going to migrate the translation server from Pootle
to Weblate.

translate.koha-community.org is still using Pootle, but a pre-production
server is already alive somewhere with the koha-manual project.

In order to remove confusion and to not lose translations I have disabled
the project on Pootle.
