I have changed the LibraryName System preference (as per below)

LibraryName      Define library name as shown on main opac page         Russel
Likes To Read

This updates the title tag in the templates - 

title>Russel Likes To Read Catalog &rsaquo; Details for: The PM net work 
</title>

If I look at the code I can see this has also populated an H1 tag

   <div id="masthead">
   <h1 id="libraryname"><a href="/cgi-bin/koha/opac-main.pl">Russel Likes To
Read</a></h1>
   </div>

But it is not displaying on the page.
