Current description is inaccurate in 3.0:

"Use HTML tabs to add navigational links to the left-hand navigational bar in
the Staff Client"

Should probably read,

"Use links in list items (ex: <li><a href="#link">link</a></li>) to add
navigational elements to the global menu at the top of the screen in the Staff
Client"

I suppose that since the text is going to be output as HTML the less-than and
greater-than brackets will have to be entered as entities, &lt; and &gt;?
