It would be appreciated if the "All libraries" selection would only show the templates that are for (All libraries). Maybe it should be changed to "Defaults" to show (All libraries), and have the (All libraries) show everything. I would vote for the default notices over all libraries. I would RARELY need to see all libraries.

I'll like to keep the option to see them. I have no strong preference for all or default as the default as long as the labelling is clear. I keep thinking back to this. It really is maddening how it works right now.
