In this multi-receiving workflow, for order set to create items in cataloging, quantity received is defaulting to 0 and requiring the user to manually change it to match quantity ordered. When following the normal single order receiving workflow, Koha will assume that quantity received = quantity ordered if your basket was set to create items in cataloging.
