Maybe we could make the hooks a "developer feature"? So the hook is only run in "developer mode", but that lets many developers write their own plugins to try and find something that works? And maybe the best plugin gets adopted by Koha to replace the default functionality, which I'm sure we all agree is not good enough right now.

My idea would be "something that works", I have already tons of things that do not work.
