I think it makes sense to group all the OPAC related system preferences together under OPAC > Suggestions (and leaving EmailPurchaseSuggestions, EmailAddressForSuggestions, and PurgeSuggestionsOlderThan under Acquisitions > Policy). This patch restores them as separate entries under the new Suggestions heading.
