For example, if a fund is owned by no user (e.g., budget_owner_id is NULL), it looks like it is meant to be available for any acq user to expend against. If it is owned by a particular person, it seems to be meant for that person. Where it gets fuzzy is for funds created by superusers - are they meant to be shared or not?
