Here are my steps. 1. Click on subscription for library TPL and see summary (serials/subscription-detail.pl?subscriptionid=10) 2. Click on Edit > Edit Subscription (serials/subscription-add.pl?op=mod&subscriptionid=10) 3. See that the subscription is now set to first alphabetical library CPL instead of TPL which is what the original subscription was set to. Basically, if you're editing a subscription, it should show all of the data that's accurate for the subscription as it exists right now. It shouldn't be up to the librarians to notice that the Library has changed from what they first set it as. Note the & in the URL above - is this the problem?
