For instance, if a patron has a balance due above the amount set in the cron over the span of 4 weeks, and their library runs the cron weekly, that patron will have 4 separate restrictions placed on their account. All restrictions clear if they pay their fine to or below the amount in 'Fee limit' according to the setup for Bug 16223 - Automatically remove any borrower debarments after a payment, but seeing multiple restrictions for the same offense could be confusing for staff.
