The issue arises because this timestamp fails to reflect the local time zone of the respective library. For instance, when a user submits an ILL request at 3:09 pm local time, the 'Last updated' time incorrectly displays as 7:09 pm UTC time. This discrepancy is problematic as it misrepresents the timing of updates and may lead to misunderstandings.
