If I choose 'Pay amount' and set the amount paid to higher than the fines and collect more than is being paid I get the modal calculating the change and a confirm, but then the payment is rejected.

I feel like the Amount paid error should take precedence and prevent the modal and confirmation from appearing.

Does that seem reasonable?
