Patrons can use their card to get into the library early in the morning and late in the evening, when the library is unstaffed. Not only there. We have this here in Germany as well. And I also know this from a lot of the smaller special/research libraries serving a campus. They tend to have the default here: members of staff have access 24/7 which however might not help them if they need us as librarians. So at the moment I resorted to set the opening hours to the "staffed" times and will try to fiddle in some note about the 24/7. BTW: in our case one needs an access card that is _not_ the library card for privacy reasons.
