To test: have a patron with an item on issue in offline circ, reissue that item to the same patron issue a 2nd item to a different patron (or as many as you want to, with as many patrons/item combinations as you want) upload the file to the offline circ processor, note what is done: all transactions should complete. Sometimes it is just the reporting that glitches: the transactions are not displayed to the screen, but are reflected in the database.
