This should not be the case: if we ask for a book from an external library, we won't refuse to check it to the patron because he has an overdue loan... Then when the issue fails due to circulation rules (or say, the account is blocked), and the problem is resolved (say, by renewing the account), the issue is still prevented. CirculateILL appears to demand its biblio is item-free. (This can also happens if a basket attaches its item to the biblio created by the ILL request). Our site locks down cataloguing access, and circulation staff dealing with the ILL cannot resolve the problem. -- You are receiving this mail because: You are the assignee for the bug.
