OK, we're clearly disagreeing here. I've marked it an enhancement because unless I'm mistaken, Koha currently does not do this warning. *Adding* new functionality, particularly if the rel_3_0 version tag is to be believed, does count as an enhancement.

If you're saying that this functionality used to exist but doesn't work, please provide details. Galen- Koha does currently not only give a warning but blocks patrons from checking out - there is no way for staff to override the decision. An override function seems reasonable for staff to request
