The error message in circulation told us that we'd exceeded the issuing limit, which was zero. Specifying numbers in /admin/issuingrules.pl for the default branch, all (*) itemtypes and all (*) borrower types did not change the issuing limit. The bug doesn't seem to affect libraries with only one branch (the issuingrules functions were previously only tested on a single-branch system). The temporary solution is to manually populate the issuingrules table with the desired values. It appears that as long as each specific row has a value in it, things work fine.
