Next I edit in Koha table 'z3950servers' (via phpmyadmin) field encoding to WINDOWS-1251 or KOI8-R

On next try to serach in Koha via /cgi-bin/koha/cataloguing/z3950_search.pl - found this records (search for 'perl')

but result in bad encoding (something like ISO-8859-1)
