The only thing tracked is in the issues / old_issues table that an item was renewed on a specific date (no time given) and the total number of renewals. In Koha 18.11 at least the RenewalsLog records the who, where, and when of renewals when it is enabled in the system preferences. For a more conclusive answer I went looking for a closed bug that marks the creation of the RenewalLog system preference, without success.
