Two ways of doing this (having both would be nice): [1] Create a system preference specifying the maximum height and width of the images. When an image is uploaded, automatically rescale the image so that it fits within the limits. [2] When uploading one image at a time, give the operator a Flickr- or GMail-style cropping and resizing tool.
