Additional notices could maybe be created using the patron-emailer feature. It allows to create additional notices from reports and notice templates and send them out via a specific cron. I am marking this as a duplicate of bug 12771. - I believe it's the same requirement. As this is more of a general question/support request, it would be better suited for the mailing list - Bugzilla should only be used for enhancement requests and bugs (errors) and you will reach a lot more readers there.
