Our consortium recently overhauled our circulation rules and being able to change them in a file and import them on the day of would have been much simpler than we were able to do. I'd be uncomfortable with this feature moving forward until we've first adding logging for changes to circ rules (Bug 16544). The idea of someone importing a malformed csv and wiping out their circ rules is unpleasant.
